INTRODUCTION

As the Treasurer of the West Clermont School District, it is my responsibility to ensure the district's financial health and stability, both now and into the future. Along with that, I have a strong commitment to make sure every stakeholder in our district has an opportunity to learn more about how school financing and funding works.

Without the right kind of information, school finances can seem complicated and confusing. My goal is to provide you with an overview of the key topics you need to better understand the role finances play in virtually every decision made by the district. 

Our goal of making every West Clermont student future-ready challenges all of us to consider such things as the purpose and design of schools, the way we attract and retain the best teachers, the safety, health, and wellness of our students and staff, and the skills and abilities employers expect future-ready students to possess. Eventually these challenges, and others, require strategic investments in technology, staffing and programming to meet students' evolving needs. We will also need to optimize our resources and processes to operate as efficiently as possible. 

By engaging our board, parents, and stakeholders around our district's goals and challenges, and matching stable ongoing revenues to our ongoing expenses, I am confident we can chart a course that fulfills our commitments, maintains fiscal health, and most importantly positions our students for bright futures. While change is a constant, with focused and proactive planning, the years ahead are full of opportunity for the West Clermont schools and community.

FINANCIAL HEALTH AND STABILITY

The district is committed to its financial health and stability both now and in the future. Looking ahead, there are several key trends and factors that will shape the environment in which we operate and the outcomes we strive to achieve for our students.

Please Note:

There are several reports available to the public documenting the financial position and activity of school districts. These include:

1) The school district’s annual financial report published and audited every year. This report is on a modified accrual basis which includes cash transactions plus accrued revenues and expenses.

2) The school district’s cash basis financial report(s) and statements which are compiled monthly and submitted to the board of education.

3) The school district’s Five Year Forecast which discloses four years of actual revenues, expenses and cash balances, plus 5 years of projected financial data for the district’s general operating fund.

4) The Ohio Department of Education receives annually, the school district’s line item financial ledger data and compiles financial statistics and measures. Most of this information is contained in the annual “Cupp Report” which lists data for all Ohio school districts.

When readers compare the information from the above reports they will encounter variances. This is because the reports:

1) Use different basis of accounting – some are on a cash basis and some report on a modified accrual basis.

2) The reports are compiled using different funds – some use only the general fund while others may use a combination of local, state and federal funds.
